		<description>Well, the reason they did the two lanes outbound (eastbound) was not because of traffic. The MLK is appearently part of the federally mandated evacuation plan for Downtown Saint Louis. As part of that, if we had gotten rid of the two outbound lanes, it would have been a federal issue...and so we went with the easy way, not neccessarily the right way, which probably would have been a reversible lane setup.</description>
